Vandenberg said about 15 percent of the $1.25 billion settlement covered refined product price violations, with the money destined to go into a fund to repay injured parties.
But after the Challenger disaster, NASA moved the launch back to 1992. Now launches have been indefinitely postponed at Vandenberg, although an August shuttle launch is planned at Cape Canaveral in Florida.
Norma Payne, a Vandenberg spokeswoman, would not discuss whether an explosion occurred or whether the secret payload reached proper orbit.

"Bargain hunters came in, and we saw some buy programs that bought the market up," said Peter Vandenberg, a trader at Shearson Lehman Hutton Inc. He noted that a lack of institutional selling helped the market rebound.
The report called also for building a second pad for launching Titan 4 rockets at Vandenberg Air Force Base in California.
It also guaranteed that a shuttle will not be launched from Vandenberg for many years, if ever.
