Mr. Kyd said that aircraft movements in Europe had increased 7% this year from 1987 and that last year's level may double by the year 2002.
"Sabotage is the most likely explanation," said David Kyd, spokesman for the International Air Transport Association in Geneva. He said structural failure was unlikely.
The task force is also looking at the entire air-traffic-control system and is likely to encourage governments to hire more air-traffic controllers and raise their salaries, Mr. Kyd said.
