If the market is successful, the government may open futures markets for corn in the northeast city of Changchun, rice in the central city of Wuhan and pigs in southwest China's Sichuan province, the paper said.
"If this situation continues, the city's economy will be paralyzed," the local radio quoted Changchun Mayor Shang Zhenling as saying.
Volkswagen said China's First Automobile Works in Changchun agreed to form a jointly held company and build a new auto plant in the northern Chinese city.
Chrysler said First Automotive Works, located in Changchun, China, will use the engines it plans to make to power new two-ton and three-ton light trucks and some passenger cars the Chinese want to build.
